Much of the federal government’s digital infrastructure remains invisible to the public. Tax systems, agricultural programs, benefits administration platforms, loan processing systems, and regulatory databases often operate behind interfaces that citizens encounter only briefly, if at all. Yet these systems shape millions of interactions every year. According to the U.S. Government Accountability Office (GAO), federal agencies spend more than $100 billion each year on IT, and much of this spending goes toward maintaining existing systems while also advancing modernization efforts. This issue has persisted for many years. Agencies are supposed to advance their services digitally without neglecting the underlying support structure.

That tension became increasingly visible during the 2010s and early 2020s. Public expectations changed faster than government systems did. Citizens grew accustomed to online banking, mobile applications, and real-time digital services in the private sector. Government agencies, meanwhile, continued operating many services through fragmented databases, legacy software code, paper forms, and agency-specific portals. The result was a growing push toward citizen-facing modernization efforts designed to simplify access to public programs and consolidate digital services.

Farming and agriculture provide one example of this broader shift. The U.S. Department of Agriculture (USDA) administers programs involving farm loans, conservation assistance, disaster relief, commodity support, and land management. Historically, these services operated through multiple agencies and administrative systems, each with its own processes and technology infrastructure. As modernization efforts expanded, USDA agencies began developing centralized digital platforms intended to improve public access while reducing administrative complexity.

The public-facing Farmers.gov website and portal emerged from that effort. Introduced as a unified digital platform for agricultural producers, the system was designed to provide access to information and services previously distributed across multiple agencies and offices. Farmers could access records, review program information, submit applications, and manage aspects of their interactions with USDA through a consolidated digital environment. The platform became part of a larger federal effort to redesign public-facing government services with accessibility and user experience in mind.

Modernizing such systems rarely happens through a single contractor or procurement program. Instead, agencies typically rely on multiple firms responsible for software engineering, cloud migration, systems integration, cybersecurity, and operational support. Technology Solutions Provider, Inc., known as TSPi, developed part of its federal business within this environment. Founded in 2001 by Vishal Suri and headquartered in Reston, Virginia, the company initially focused on network engineering and infrastructure services before expanding into software development, cloud integration, AI development, and digital modernization programs serving civilian agencies.

Public reporting linked TSPi to modernization work supporting the USDA’s Farm Production and Conservation (FPAC) mission area and digital service initiatives associated with Farmers.gov. In 2023, Bloomberg Law reported that TSPi was among contractors involved in Farm Production and Conservation information technology support programs. Additional reporting on the company’s acquisition by Abt Global in May 2024 noted its role in supporting digital modernization efforts across USDA systems and related public service platforms.

The technical challenge facing agencies such as USDA extends beyond website design or software deployment. Agricultural programs generate large volumes of information related to loans, conservation projects, disaster assistance, acreage reporting, and regulatory compliance. Many of these systems were developed independently over long periods. Modernization therefore often requires agencies to connect older databases to newer cloud-based applications rather than replacing existing infrastructure entirely.

This pattern has appeared throughout the federal government. The Government Accountability Office has repeatedly identified legacy information systems as a major obstacle to modernization efforts. Some federal systems remain dependent on software and hardware developed decades ago. Agencies attempting to modernize these environments must balance operational continuity, cybersecurity requirements, regulatory compliance, and public accessibility simultaneously.

As agencies pursued modernization, contractors increasingly became part of a broader effort to redesign public service delivery. Their role expanded beyond infrastructure maintenance and software implementation. Firms were expected to support cloud migration, application modernization, workflow automation, and digital service integration while operating within existing federal procurement and regulatory frameworks.

TSPi’s service portfolio evolved alongside these changes. By the early 2020s, the company’s publicly reported capabilities included cloud integration, agile software development, low-code platforms, data science, and digital modernization services. Reporting on the company’s acquisition by Abt Global highlighted expertise in technologies and delivery models that had become increasingly important to civilian federal agencies pursuing digital transformation initiatives.

The contractors participating in these programs operated within a market that changed substantially during the last two decades. Firms providing federal technology have evolved beyond infrastructure companies to become cloud service providers, software engineering specialists, analytics professionals, and digital service providers. The trend saw even medium-sized contractors acquire skills in seamlessly integrating legacy technologies with more advanced, data-driven cloud-based technologies rather than upgrading the former.

At the time of its acquisition by Abt Global in May 2024, TSPi employed approximately 400 people and had been in the federal technology business for an extended period. Public sources indicated that the U.S. Department of Agriculture is one of its biggest customers in the federal space.

This history is not the story of a single company transforming government technology. Federal modernization rarely works that way. Instead, it reflects a larger shift occurring across agencies, contractors, and public institutions over many years. Firms such as TSPi became part of that process by supporting cloud migration, software modernization, data integration, and citizen-facing digital services during a period when the federal government itself was attempting to redefine how public services are delivered. The work remains unfinished. Much of the federal technology modernization does. But the transition toward cloud-enabled, service-oriented, and digitally accessible government systems continues to reshape the relationship between citizens and the institutions that serve them.
